WITHDRAWAL of troops.

Peking, October 5, 1908.

With reference to your telegram No.114 of the 8th ultimo, I have the honour to report that at an interview which he had recently at the Wai-wu Pu, Mr. Abé, the Japanese Chargé d'Affaires, informed the Ministers of the decision of his Government to recall from North China one half of the Japanese troops of occupation, in view of the more settled state of affairs at present prevailing in the country.

The Wai-wu Pu replied that it had been their intention to make representations to this end to the various foreign Governments concerned, and that this spontaneous withdrawal of their forces on the part of the Japanese would greatly assist them in persuading the other Powers to do likewise.

I am given to understand that the evacuation will be accomplished before the end of the year.
